(1) La fièvre aphteuse est une maladie virale infectieuse qui touche les mammifères appartenant à l’ordre des artiodactyles et à celui des proboscidiens. Elle peut avoir une incidence grave sur la population animale concernée et la rentabilité des élevages, perturbant les mouvements d’envois de ces animaux et des produits qui en sont tirés au sein de l’Union ainsi que les exportations vers les pays tiers. En cas d’apparition d’un foyer de fièvre aphteuse, il existe un risque sérieux de propagation de cette maladie à d’autres établissements détenant des animaux des espèces répertoriées pour la fièvre aphteuse, recensés à l’annexe du règlement d’exécution (UE) 2018/1882 de la Commission (ci-après les «espèces répertoriées»).

(2) Le règlement délégué (UE) 2020/687 de la Commission complète les règles de lutte contre les maladies répertoriées à l’article 9, paragraphe 1, points a), b) et c), du règlement (UE) 2016/429 et définies comme des maladies des catégories A, B et C dans le règlement d’exécution (UE) 2018/1882. En particulier, les articles 21 et 22 du règlement délégué (UE) 2020/687 prévoient la mise en place d’une zone réglementée en cas d’apparition d’un foyer d’une maladie de catégorie A, à laquelle appartient la fièvre aphteuse, et l’application de certaines mesures dans cette zone. En outre, l’article 21, paragraphe 1, dudit règlement délégué prévoit que la zone réglementée comprend une zone de protection et une zone de surveillance et, si nécessaire, d’autres zones réglementées situées autour ou à proximité immédiate des zones de protection et de surveillance.

(3) La décision d’exécution (UE) 2026/732 de la Commission, adoptée sur la base du règlement (UE) 2016/429, établit certaines mesures d’urgence provisoires relatives à l’apparition de foyers de fièvre aphteuse dans des établissements détenant des animaux des espèces répertoriées dans l’unité régionale de Lesbos, en Grèce, lesdits foyers ayant été confirmés en mars 2026. Plus particulièrement, la décision d’exécution (UE) 2026/732 prévoit que la Grèce doit mettre en place des zones réglementées, comprenant des zones de protection et de surveillance ainsi qu’une autre zone réglementée, conformément à l’article 21 du règlement délégué (UE) 2020/687, dans lesquelles les mesures devant être appliquées dans les zones de protection et de surveillance ainsi que dans l’autre zone réglementée doivent être appliquées au moins jusqu’aux dates indiquées à l’annexe de ladite décision d’exécution, et que ces zones doivent comprendre au moins les zones énumérées dans ladite annexe.

(4) Depuis l’adoption de la décision d’exécution (UE) 2026/732, de nouveaux foyers de fièvre aphteuse sont apparus dans des établissements de l’unité régionale de Lesbos, en Grèce, qui ont été confirmés en mars 2026 dans les zones réglementées établies par la décision d’exécution (UE) 2026/732. Par conséquent, il est nécessaire de mettre à jour d’urgence les zones réglementées à l’échelon de l’Union afin de tenir compte de ces nouveaux foyers.

(5) Pour prévenir toute perturbation inutile des échanges au sein de l’Union et éviter l’imposition par des pays tiers d’entraves injustifiées aux échanges commerciaux, il est nécessaire de définir rapidement, à l’échelon de l’Union, les zones réglementées pour la fièvre aphteuse en Grèce, comprenant des zones de protection et de surveillance et une autre zone réglementée, en coopération avec cet État membre. En conséquence, il convient que les zones définies en Grèce en tant que zones de protection et de surveillance et en tant qu’autre zone réglementée, tenant compte des nouveaux foyers, de même que la durée de validité des zones ainsi définies, soient précisées à l’annexe de la présente décision.

(6) Les dimensions des zones de protection et de surveillance et de l’autre zone réglementée, et la durée des mesures devant y être appliquées, telle qu’elle a été fixée conformément aux annexes X et XI du règlement délégué (UE) 2020/687, doivent être fondées sur la situation épidémiologique au regard de la fièvre aphteuse dans les zones touchées par cette maladie et sur la situation épidémiologique globale de la fièvre aphteuse dans l’État membre concerné, ainsi que sur le niveau de risque de propagation de la maladie.

(7) Compte tenu de la situation épidémiologique actuelle en Grèce et du risque que l’infection par le virus de la fièvre aphteuse puisse se propager par l’intermédiaire d’animaux des espèces répertoriées infectés de manière subclinique, il est nécessaire d’interdire jusqu’à une date fixe les mouvements de ces animaux depuis tout lieu situé à l’intérieur de l’autre zone réglementée vers une destination située en dehors des périmètres extérieurs.

(8) En outre, il y a lieu d’abroger la décision d’exécution (UE) 2026/732 puisqu’elle sera remplacée par la présente décision.

(9) Les mesures prévues par la présente décision sont conformes à l’avis du comité permanent des végétaux, des animaux, des denrées alimentaires et des aliments pour animaux,

Article 1

La Grèce met en place des zones réglementées comprenant des zones de protection et de surveillance ainsi qu’une autre zone réglementée, conformément à l’article 21 du règlement délégué (UE) 2020/687, dans lesquelles les mesures à appliquer dans ces zones conformément audit règlement délégué sont appliquées au moins jusqu’aux dates indiquées à l’annexe de la présente décision.

Les zones de protection et de surveillance ainsi que l’autre zone réglementée comprennent au moins les zones énumérées en annexe.

Article 2

La Grèce veille à ce que les mouvements des animaux des espèces répertoriées pour la fièvre aphteuse, telles que définies à l’annexe du règlement d’exécution (UE) 2018/1882, depuis l’autre zone réglementée précisée à l’annexe de la présente décision vers une destination située en dehors du périmètre extérieur de l’autre zone réglementée soient interdits jusqu’aux dates indiquées à l’annexe de ladite décision.

Article 3

La décision d’exécution (UE) 2026/732 est abrogée.

Article 4

La République hellénique est destinataire de la présente décision.
