Le présent code régit les conditions dans lesquelles la responsabilité pénale des mineurs est mise en œuvre, en prenant en compte l'atténuation de cette responsabilité en fonction de leur âge et la nécessité de rechercher leur relèvement éducatif et moral par des mesures adaptées à leur âge et leur personnalité, prononcées par une juridiction spécialisée ou selon des procédures appropriées.
